Israeli government offers concessions to settlers (AP)

JERUSALEM ? Prime Minister Benjamin Netanyahu's government has made two overtures to West Bank settlers in the run-up to his party's leadership race on Tuesday: It's offering financial incentives to encourage people to move to settlements and opening the door to legalizing rogue settler outposts.

The gestures appear to be aimed at appeasing hardline elements in the ruling Likud Party who are sympathetic to settlers. While Netanyahu is expected to win the leadership race, a relatively strong showing by his ultranationalist rival would suggest many Likud voters consider the prime minister too soft on peacemaking with the Palestinians.

The moves threatened to derail tentative new peace efforts with the Palestinians. A round of low-level peace negotiations hosted by Jordan ground to a halt last week, in large part because of Palestinian objections to Israeli settlement construction.

Those talks are sponsored by the "Quartet" of international Mideast mediators ? the U.S., European Union, United Nations and Russia. U.N. chief Ban Ki-moon visited Jordan Tuesday en route to Israel and the Palestinian Authority in an effort to restart the talks.

"We must all do our part to break this impasse," Ban said. "In the short term, it is essential that provocations stop as called for by the Quartet and that the parties build confidence and sustain these nascent talks."

The Palestinians have rejected Netanyahu's latest moves.

"They are adding obstacles at a time when everyone is intensifying efforts to try to resume peace talks," said Palestinian government spokesman Ghassan Khatib. "I think with every additional settlement activity, the feasibility of having two states is diminished."

Years ago, the Israeli government halted generous financial enticements designed to encourage Israelis to settle in the West Bank, the occupied territory the Palestinians see as the core of their future state.

But in this week's government decision, 70 settlements appeared on a new list of 557 communities inside Israel and the West Bank that qualify for housing subsidies. The incentives, according to a statement from the prime minister's office, are "meant to encourage positive migration to these communities."

The list of qualifying settlements include major enclaves that would likely remain in Israeli hands under a peace deal. But most are located deep inside the West Bank and likely would have to be dismantled.

In a separate move, the government on Monday appointed a committee to examine land ownership issues in the West Bank.

The panel will review a 2005 government report that found several dozen outposts were built not only without state approval, but on privately held Palestinian land. Officials said the report needs to be reviewed because its author, state prosecutor Talia Sasson, later entered politics with a dovish political party, raising questions about her objectivity.

A court-ordered evacuation of Migron, the largest unauthorized outpost, set for next month would not be affected by the formation of the new committee, officials said.

But the panel's makeup aroused suspicions it would legalize at least some of the more than 100 outposts built without government authorization, including dozens Sasson says were erected on privately held Palestinian land.

The committee's head, former Supreme Court chief justice Edmond Levy, spoke out against Israel's withdrawal of settlers from the Gaza Strip in 2005. A second panel member, Alan Baker, has represented settlers hoping to legalize unauthorized outposts.

The international community opposes all Jewish settlement activity in the West Bank and east Jerusalem, areas captured by Israel in the 1967 Mideast war. But Israel distinguishes between the 121 settlements established in accordance with official procedures and the more than 100 unauthorized "outposts" that skirted the process with the help of sympathetic authorities and are considered illegal.

Peace talks with the Palestinians stalled more than three years ago, largely over continued Israeli settlement construction. With Palestinians demanding a settlement freeze, a recent round of meetings between Israeli and Palestinian envoys in Jordan has yielded no breakthroughs.

Palestinian President Mahmoud Abbas is under intense international pressure to stay at the negotiating table. A final decision is expected after Abbas consults with Arab League officials over the weekend. The Palestine Liberation Organization discussed the issue on Monday but stopped short of urging Abbas to halt the contacts.

Israel has said it wants to keep talking.

Also Tuesday, Israeli authorities said they have received permission to force feed a Palestinian prisoner who has been on a hunger strike for more than six weeks.

Prisons spokeswoman Sivan Weizman said 33-year-old Khader Adnan would not be force fed until "medical conditions" warranted it, but provided no further details.

Adnan, a leading member of the Islamic Jihad militant group, says he was kicked, punched and painfully shackled by his interrogators, according to his lawyers. His lawyers say he also wants to be put on trial and not held for months in administrative detention without charges.

Dems: Fast & Furious just 1 of 4 misguided probes (AP)

WASHINGTON ? Democrats looking into Operation Fast and Furious say a yearlong investigation has turned up no evidence that the flawed gun smuggling probe was conceived or directed by high-level political appointees at Justice Department headquarters.

The probe, the Democrats say, was just one of four such operations that were part of a misguided five-year-long effort, during both the George W. Bush and Obama administrations, in the Phoenix division of the Bureau of Alcohol, Tobacco, Firearms and Explosives against firearms trafficking along the Southwest border.

"Operation Fast and Furious was the latest in a series of fatally flawed operations run by ATF agents in Phoenix and the Arizona U.S. Attorney's Office," the report from Democrats on the House Oversight and Government Reform Committee says.

It is expected to differ sharply with the conclusions of Republicans, who will question Attorney General Eric Holder about Operation Fast and Furious at a hearing Thursday before the committee.

Beginning six years ago, according to the Democrats' report, ATF agents in Phoenix devised a strategy to forgo arrests against low-level straw purchasers of guns while attempting to build bigger cases against higher-level traffickers, a risky tactic known as gun-walking.

"The committee has obtained no evidence indicating that the attorney general authorized gun-walking or that he was aware of such allegations before they became public," said the Democrats' report, "Fatally Flawed: Five Years of Gunwalking in Arizona." "None of the 22 witnesses interviewed by the committee claims to have spoken with the attorney general about the specific tactics employed in Operation Fast and Furious prior to the public controversy."

Rather than halting operations after flaws became evident, the ATF's Phoenix division "launched several similarly reckless operations over the course of several years, also with tragic results," the report said. "Each investigation involved various incarnations of the same activity: Agents were contemporaneously aware of illegal firearms purchases, they did not typically interdict weapons or arrest straw purchasers, and firearms ended up in the hands of criminals on both sides of the border."

Operation Fast and Furious came to light following the December 2010 slaying of U.S. border agent Brian Terry near Nogales, Ariz. Two guns connected to suspects in the Fast and Furious investigation were found at the Terry murder scene.

Operation Fast and Furious was the fourth such ATF gun-walking probe, according to the Democrats' report, which was based on documents collected by the committee.

The first gun-walking probe, said the report, was Operation Wide Receiver, in which ATF agents, for over a year starting in 2006, watched traffickers buying guns from a gun dealer and driving them across the border into Mexico. According to a memo by William Newell, who was in charge of the Phoenix division at the time, one of the suspects told the gun dealer that the "firearms are going to his boss in Tijuana, Mexico, where some are given out as gifts." ATF officials believed they had sufficient evidence to arrest and charge the suspects, but as one agent said at the time, "we want it all," according to an email between two ATF supervisors in Arizona.

A year after Wide Receiver began, ATF initiated attempts to coordinate with Mexican officials. Numerous attempts at cross-border interdiction failed, according to the Democrats' report, with ATF agents expressing concern over the operation.

In a 2007 case, ATF agents targeted Fidel Hernandez and several alleged co-conspirators who purchased over 200 firearms and were believed to be transporting them into Mexico.

William Hoover, then ATF's assistant director of field operations, temporarily halted operations after being informed of several attempts at coordinating with Mexican law enforcement authorities.

The defendants were brought to trial in 2009, but acquitted after prosecutors were unable to obtain the cooperation of the Mexican law enforcement officials who had recovered firearms purchased by Hernandez.

In a 2008 case, ATF agents in Phoenix focused for a year on a network of illicit gun buyers who were purchasing weapons from the same gun dealer who had cooperated in Operation Wide Receiver.

Members of the network, led by Alejandro Medrano, were eventually sentenced to multiyear prison terms for trafficking more than 100 firearms to a Mexican drug cartel.

In Operation Fast and Furious, ATF agents in Phoenix late in 2009 identified a network of more than 20 straw purchasers believed to be trafficking military-grade assault weapons to Mexican drug cartels. Agents tried to build a case with wiretaps. They made no arrests and made few intercepts of weapons.

ATF Deputy Director William Hoover became concerned about the number of firearms involved in the case and ordered a strategy for the investigation to be brought to an end. Newell in Phoenix expressed frustration with ATF headquarters in Washington and "the operation continued to grow and expand rather than wind down over the months to follow," the Democrats' report said.

(AP) ? Jason Terry was more than willing to take the big shots, with Dirk Nowitzki just getting back into the Dallas Mavericks' lineup. Terry made them when they mattered, too.

Terry scored the last four points in overtime, after hitting a tying 15-footer with a half-second remaining in regulation, and the Mavericks came back after blowing a big lead against San Antonio's reserves to beat the Spurs 101-100 Sunday night.

"He put us on his shoulders there," said Nowitzki, who played for the first time after a four-game hiatus to strengthen his sore right knee and do some conditioning work. "He made some great pull-ups. He got to his sweet spot to send it to OT."

Terry put Dallas ahead to stay when he took a pass from Nowitzki and made a 12-foot baseline jumper with 42 seconds left to make it 99-98. After Shawn Marion stole the ball from Gary Neal, Terry got fouled and made both free throws with 17 seconds left.

"It's just the will to win when the game is on the line," Terry said. "I like to take the shot when the game is on the line. ... When my team needs me the most, I'm going to come through regardless of what's going on the entire night. Fourth quarter is winning time."

Terry scored 26 of his season-high 34 points after halftime, though the Spurs still had a chance after his last two free throws.

Neal, who finished with 19 points, drove for a layup and was fouled by Marion with 12 seconds left. But Neal missed a potential tying free throw that was rebounded by Ian Mahinmi, who was fouled and missed two free throw attempts.

After Neal got that rebound and the Spurs called timeout, Vince Carter knocked the ball loose. Danny Green grabbed it and threw up a 3-pointer that ricocheted off the front of the rim as the game ended.

Green and the Spurs thought he had a game-winner at the end of regulation, but his 14-footer was disallowed when replay clearly showed that shot didn't get out of his hands before the buzzer sounded.

"I thought it was good, but I guess it was too good to be true," Green said.

Dallas led by as many as 18 points in the third quarter before San Antonio coach Gregg Popovich decided to go with his reserves. The Spurs' last 51 points after that came from bench players, and they went ahead by as many as nine in the fourth quarter with the help of a flurry of 3-pointers.

"We were just on fire shooting 3s and it got us back in the game. It's as simple as that. I thought the energy defensively was great; we double-teamed everywhere," Popovich said. "They were playing great. There's no sense in taking them off the court."

The last Spurs starter to score was Richard Jefferson on a 3-pointer with 4:28 left in the third quarter. When Jefferson came out less than 2 minutes later, the only starter to re-enter the game was Kawhi Leonard for 1.1 seconds in overtime.

Terry's tying shot at the end of regulation was set up after Rodrigue Beaubois, starting for injured Jason Kidd, drove for a layup with 30 seconds left and then blocked a shot on a drive by Neal. Nowitzki grabbed the rebound and got the ball to Terry.

San Antonio still had a chance to win the game. Green swished his jumper off the inbound pass, but officials looked at the replay before ruling it didn't count and sending the game to overtime.

"We got a little lucky there," Nowitzki said. "I thought it was over."

Carter had 21 points, his most with the Mavericks, while Beaubois had 14. Nowitzki had 10 points on 5-of-14 shooting with 13 rebounds.

"I'm moving better," Nowitzki said. "Definitely that was an improvement from before. I'm going to keep working and get back to normal soon."

Richard Jefferson, Tim Duncan and Green each had 12 points for the Spurs.

Dallas (13-8) took over the Southwest Division lead, ahead of Houston (12-8) and the Spurs (12-9).

The Mavericks had a 67-49 lead after Terry's basket with 3:48 left in the third quarter. That's when San Antonio's reserves took over.

There were seven consecutive points to cut the gap, that capped by Matt Bonner's 3-pointer that helped ignite a frenzy of 3-pointers.

San Antonio opened the fourth quarter with a 17-2 surge that included five 3-pointers. Bonner's trey from the right wing with 8:24 left in regulation put the Spurs up 75-71.

That was from about the same spot that Green had hit before a missed shot by Nowitzki.

San Antonio, which made seven 3s in the fourth quarter, led 84-75 with 5? minutes left when Neal stole the ball from Terry and had a fast-break jumper. It was still 89-81 only 2 minutes later when Neal made a 3-pointer.

"We were unable to capitalize on it," Neal said. "They were able to make shots and forced it into overtime."

Notes: Kidd has a right calf strain, and is expected to miss at least five games. ... San Antonio finished with 12 3s, which was four less than they made when the teams first played 3? weeks ago when the Spurs won 93-72 at home. ... Manu Ginobili (broken left hand) missed his 16th consecutive game for the Spurs, while T.J. Ford (torn left hamstring) has missed 11 in a row. ... Obama seeks government reforms in Congress (AP)

WASHINGTON ? President Barack Obama, fresh from a five-state tour following his State of the Union address, is calling for government reforms to ease gridlock and bar members of Congress from profiting from their position.

In his radio and Internet address Saturday, Obama said many people he encountered during his trip were optimistic but remained unsure "that the right thing will get done in Washington this year, or next year, or the year after that."

"And frankly, when you look at some of the things that go on in this town, who could blame them for being a little cynical?" Obama said.

The president reiterated his calls for government reform made in Tuesday's address, saying he wants the Senate to pass a rule that requires a yes-or-no vote for judicial and public service nominations after 90 days. Many of the nominees, he said, carry bipartisan support but get held up in Congress for political reasons.

Without mentioning him by name, the president noted that Utah Sen. Mike Lee, a Republican, said he would hold up nominations because he opposed the recess appointment of Richard Cordray to lead a new consumer protection agency, a move that many Republicans have called unconstitutional. Obama said the American people deserve "better than gridlock and games."

"One senator gumming up the works for the whole country is certainly not what our founding fathers envisioned," the president said.

Obama said he also wants Congress to pass legislation to ban insider trading by lawmakers and prohibit lawmakers from owning securities in companies that have business before their committees.

In addition, the president is seeking to prohibit people who "bundle" campaign contributions from other donors for members of Congress from lobbying Congress. Obama urged the public to contact their member of Congress and tell them "that it's time to end the gridlock and start tackling the issues that really matter."

Sen. Marco Rubio, R-Fla., delivering the GOP address, said Obama's address to Congress lacked much discussion of the president's achievements "because there isn't much."

"This president didn't talk about his record for one simple reason," Rubio said. "He doesn't want you to know about it. But you do know about it, because your feel the failure of his leadership every single day of the week."

Rubio accused the president of driving up the national debt, failing to reduce high unemployment across the country and offering divisive economic policies.

The Florida senator said there is a growing gap between the rich and the poor but the best way to solve the problem is by embracing the American free enterprise system. Rubio said he hopes 2012 "will be the beginning of our work towards a new and prosperous American century."

Obama administration bolsters homeowner lifeline (Reuters)

WASHINGTON (Reuters) ? The Obama administration on Friday expanded its main foreclosure prevention program and pushed to open it up to loans backed by mortgage giants Fannie Mae and Freddie Mac, a move that could meet resistance from their regulator.

In a joint announcement, the Treasury and Housing and Urban Development departments proposed using money from the Home Affordable Modification Program to provide incentives for Fannie Mae and Freddie Mac to reduce loan principal.

Government-controlled Fannie Mae and Freddie Mac own or guarantee about half of all U.S. home loans, and their participation in principal reduction could greatly expand the reach of the $29.9 billion HAMP program.

The proposal piles pressure on their regulator to allow the two government-sponsored enterprises, or GSEs, to do more for borrowers who have been hurt by declining home value.

The regulator has barred them from reducing principal out of concern it would raise costs to taxpayers, who have already dished out $169 billion to prop the firms up.

The depressed housing market is a concern for President Barack Obama, who faces re-election in November.

Obama made clear in his State of the Union address on Tuesday he would continue to press for more aggressive action to help homeowners. His position was in contrast to Republicans who are opposed to government intervention in the market.

As part of its announcement on Friday, the administration also said it was extending the life of the HAMP program for one additional year through 2013, and that it would open up the program to borrowers with higher debt-to-income levels.

Only about $3 billion has been spent of the $29 set aside for HAMP.

In addition, the administration said it was tripling the incentives paid to lenders who reduce mortgage principal.

Investors who rent out properties would also be able to access mortgage aid under the revamped program.

REGULATOR NEEDS TO SIGN OFF

For the proposal on Fannie Mae and Freddie Mac principal writedowns to work, their regulator, the Federal Housing Finance Agency, would need to first sign off.

However, FHFA Acting Director Edward DeMarco has said allowing for principal reduction on GSE loans would undercut his mandate to protect taxpayers.

"To encourage the GSEs to offer this assistance to its underwater borrowers, Treasury has notified the GSE's regulator, FHFA, that it will pay principal reduction incentives to Fannie Mae or Freddie Mac if they allow servicers to forgive principal in conjunction with a HAMP modification," Treasury Assistant Secretary Timothy Massad said in a statement.

Obama said on Tuesday he planned to send legislation to Congress as soon as next week aimed at helping all homeowners take advantage of record-low borrowing costs through refinancing.

So far, the administration's series of mortgage relief programs that were introduced in 2009 have fallen far short of expectations.

When the administration launched HAMP in 2009, it expected as many as 4 million loans would be modified. So far, only about 900,000 households have won permanent mortgage modifications. The administration says those modifications have provided savings of about $500 every month for those borrowers.

The HAMP program, which draws from the Treasury Department's financial bailout fund, pays mortgage servicers to rewrite loan terms to reduce monthly payments.

The administration did not specify how much it would pay Fannie and Freddie to participate in HAMP.

Friend says on 911 call Demi Moore was convulsing (AP)

LOS ANGELES ? Demi Moore smoked something before she was rushed to the hospital on Monday night and was convulsing and "semi-conscious, barely," according to a caller on a frantic 911 recording released Friday by Los Angeles fire officials.

The woman tells emergency operators that Moore, 49, had been "having issues lately."

"Is she breathing normal?" the operator asks.

"No, not so normal. More kind of shaking, convulsing, burning up," the friend says as she hurries to Moore's side, on the edge of panic.

The recording captures the 10 minutes it took paramedics to arrive as friends gather around the collapsed star and try to comfort her as she trembles and shakes.

Another woman is next to Moore as the dispatcher asks if she's responsive.

"Demi, can you hear me?" she asks. "Yes, she's squeezing hands. ... She can't speak."

When the operator asks what Moore ingested or smoked, the friend replies, but the answer was redacted.

"Some form of ... and then she smoked something. I didn't really see. She's been having some issues lately with some other stuff. So I don't know what she's been taking or not," the friend says.

The city attorney's office advised the fire department to redact details about medical conditions and substances to comply with federal medical privacy rules.

Asked if Moore took the substance intentionally or not, the woman says Moore ingested it on purpose but the reaction was accidental.

"Whatever she took, make sure you have it out for the paramedics," the operator says.

The operator asks the friend if this has happened before.

"I don't know," she says. "There's been some stuff recently that we're all just finding out."

Moore's publicist, Carrie Gordon, said previously that the actress sought professional help to treat her exhaustion and improve her health. She would not comment further on the emergency call or provide details about the nature or location of Moore's treatment.

The past few months have been rocky for Moore.

She released a statement in November announcing she had decided to end her marriage to fellow actor Ashton Kutcher, 33, following news of alleged infidelity. The two were known to publicly share their affection for one another via Twitter.

Moore still has a Twitter account under the name mrskutcher but has not posted any messages since Jan. 7.

During the call, the woman caller says the group of friends had turned Moore's head to the side and were holding her down. The dispatcher tells her not to hold her down but to wipe her mouth and nose and watch her closely until paramedics arrive.

"Make sure that we keep an airway open," the dispatcher says. "Even if she passes out completely, that's OK. Stay right with her."

The phone is passed around by four people, including a woman who gives directions to the gate and another who recounts details about what Moore smoked or ingested. Finally, the phone is given to a man named James, so one of the women can hold Moore's head.

There was some confusion at the beginning of the call. The emergency response was delayed by nearly two minutes as Los Angeles and Beverly Hills dispatchers sorted out which city had jurisdiction over the street where Moore lives.

As the call is transferred to Beverly Hills, the frantic woman at Moore's house raises her voice and said, "Why is an ambulance not on its way right now?"

"Ma'am, instead of arguing with me why an ambulance is not on the way, can you spell (the street name) for me?" the Beverly Hills dispatcher says.

Although the estate is located in the 90210 ZIP code above Benedict Canyon, the response was eventually handled by the Los Angeles Fire Department.

By the end of the call, Moore has improved.

"She seems to have calmed down now. She's speaking," the male caller told the operator.

Moore and Kutcher were wed in September 2005.

Kutcher became a stepfather to Moore's three daughters ? Rumer, Scout and Tallulah Belle ? from her 13-year marriage to actor Bruce Willis. Moore and Willis divorced in 2000 but remained friendly.

Moore and Kutcher created the DNA Foundation, also known as the Demi and Ashton Foundation, in 2010 to combat the organized sexual exploitation of girls around the globe. They later lent their support to the United Nations' efforts to fight human trafficking, a scourge the international organization estimates affects about 2.5 million people worldwide.

Obama Admits Mistakes, Says He Wants Second Term 'Badly' In Diane Sawyer Interview

President Obama admitted he makes "a mistake, you know, every hour, every day" in an interview with ABC's Diane Sawyer Thursday night.

Obama, who said he will "second-guess myself constantly," admitted that he's still learning with each day of his presidency.

"There're always things that you're learning in the job," Obama said. "I have no doubt that I'm a better president now than the day I took office just because you get more experience."

Obama said he wants a second term "badly" because he thinks "the country needs it." He criticized the Republican candidates vying to be his 2012 opponent, saying that ultimately the GOP nominee would be "a standard bearer for a vision of the country that I don't think reflects who we are."

He also hit the GOP hopefuls for their use of what he called "rhetorical flourishes," citing former House Speaker Newt Gingrich's claim that Obama is a "food stamp president."

"First of all, I don't put people on food stamps. People become eligible for food stamps," Obama said. Second of all, the initial expansion of food-stamp eligibility happened under my Republican predecessor, not under me."

Scientists discover new clue to chemical origins of life

ScienceDaily (Jan. 24, 2012) ? Organic chemists at the University of York have made a significant advance towards establishing the origin of the carbohydrates (sugars) that form the building blocks of life.

A team led by Dr Paul Clarke in the Department of Chemistry at York has re-created a process which could have occurred in the prebiotic world.

Working with colleagues at the University of Nottingham, they have made the first step towards showing how simple sugars -- threose and erythrose -- developed. The research is published in Organic & Biomolecular Chemistry.

All biological molecules have an ability to exist as left-handed forms or right-handed forms. All sugars in biology are made up of the right-handed form of molecules and yet all the amino acids that make up the peptides and proteins are made up of the left-handed form.

The researchers found using simple left-handed amino acids to catalyse the formation of sugars resulted in the production of predominately right-handed form of sugars. It could explain how carbohydrates originated and why the right-handed form dominates in nature.

Dr Clarke said: "There are a lot of fundamental questions about the origins of life and many people think they are questions about biology. But for life to have evolved, you have to have a moment when non-living things become living -- everything up to that point is chemistry.

"We are trying to understand the chemical origins of life. One of the interesting questions is where carbohydrates come from because they are the building blocks of DNA and RNA. What we have achieved is the first step on that pathway to show how simple sugars -- threose and erythrose -- originated. We generated these sugars from a very simple set of materials that most scientists believe were around at the time that life began."

Payroll tax negotiations open amid optimism

(AP) ? Negotiations to renew a payroll tax cut for 160 million workers and jobless benefits for millions more kicked off on Capitol Hill on Tuesday, with both sides optimistic of an agreement despite last year's bitter battles over President Barack Obama's jobs proposals.

The House-Senate talks will focus chiefly on finding ways to finance the $10 billion a month cost of a 2 percentage point cut in Social Security payroll taxes that awards a worker making a typical $50,000 salary a tax cut of about $20 a week. Lawmakers also need to pay for the $45 billion or so cost of renewing jobless benefits for people out of work for more than half a year and the $20 billion a year cost of making sure doctors aren't hit with massive cuts to their Medicare payments.

Negotiators face a Feb. 29 deadline under a temporary measure enacted amid great acrimony just before Christmas.

The daunting challenge facing the negotiators is a cost of roughly $160 billion to extend the tax cut, jobless benefits and Medicare payments through the end of the year.

"We should be able to get it done," said top Senate GOP negotiator Jon Kyl of Arizona, who says last year's failed effort by a congressional deficit panel produced lots of proposals that can be used "offset" the cost of the payroll tax measure. "The Joint Select Committee identified a lot of good offsets and so the opportunity for us to get it done is there."

"It's our job to work together here to make sure this tax cut doesn't expire," said Sen. Max Baucus, D-Mont., the lead Senate negotiator. "We need to show we can rise above politics for the good of the country."

But given the remarkable dysfunction and acrimony surrounding virtually anything Congress does, there's no reason to assume the talks will go smoothly.

"It's not going to be easy finding these offsets," said Rep. Chris Van Hollen, D-Md., a veteran of the deficit supercommittee.

Senate defenders of federal workers ? whose pension benefits and pay increases have been targeted by House Republicans for more than $60 billion in savings over the coming decade ? are signaling they won't go along.

"I don't think it's the forum to take up these on federal workers," said Sen. Ben Cardin, D-Md., whose state is home to many federal workers.

As the same time, Hispanic groups, a key Democratic-leaning voting bloc are battling against a House proposal to raise $9 billion by blocking illegal immigrants from claiming the refundable child tax credit. Key Democrats like Baucus have signaled they could accept the idea, however.

Another question is whether to shorten the eligibility period for extended unemployment benefits down from the current 99 weeks or allow states to test unemployment benefit applicants for drugs, as House Republicans would like. The House measure would shorten the jobless benefits eligibility period to 79 weeks, though the improving job market in most states means that the actual duration of benefits would be 13 or 20 weeks less than that under current law.

Senate Majority Leader Harry Reid, D-Nev., said the negotiators should also take on dozens of tax breaks for businesses and individuals that expired last year, including a tax credit for business research and development, a deduction for state and local sales taxes and several breaks important to the energy industry. This $30 billion-plus package is a top priority of the capital's powerful lobbying community.

(AP) ? A trial over how music royalties of the late country singer "Gentleman" Jim Reeves should be split is set to begin this week.

Reeves was a country music sensation when he died nearly 50 years ago in a plane crash at the age of 39.

The two-day trial that begins Monday will focus on how much Terry Davis, who married Reeves' widow, should receive from royalties of up to $400,000 a year, The Tennessean reported (http://tnne.ws/w4mgtF ).

Reeves is best known for the lyric "Put your sweet lips a little closer to the phone" but he stayed on the charts from 1970 through 1984 because of how his widow, Mary Reeves Davis, managed his posthumous career. His most popular songs included "He'll Have To Go" and "Welcome To My World."

Terry Davis has been locked in a battle with Reeves' nephew and niece since Mary Reeves Davis died in 1999.

The case will determine if Terry Davis should receive more than the $100,000 and some land that Mary Reeves Davis left to him. Terry Davis, who was married to Mary Reeves Davis for 30 years, has cited a provision of law allowing spouses an "elective share" of an estate based on how long the marriage lasted..

Pa. Senate OKs bill to extend jobless benefits (AP)

HARRISBURG, Pa. ? A bill that would update Pennsylvania law to ensure residents continue to qualify for up to 13 weeks of federally paid jobless benefits has the approval of state senators.

Senators voted 47-3 on Monday to send it to the House.

The state Labor and Industry Department estimates that qualifying will allow 17,000 people to collect $30 million in benefits. A Dec. 23 federal law provides a 60-day benefits extension, but the week ending Feb. 4 would be the last week of the benefit if the state doesn't act to extend it into March.

The federal benefits cover private-sector employees, but not public-sector employees. Right now, 93 weeks is the maximum jobless benefit, but the department says Pennsylvania is about lose seven weeks of high-unemployment period benefits.

'One Life to Live' ends its 43-year run

After 43 years of daytime drama, "One Life to Live" will live no more once Friday's final episode airs.

The end of the soap opera marks the end of a series of ups and downs for fans of the Lord family saga. In April of 2011, viewers first learned that "One Life to Live," along with its network companion "All My Children," would soon be no more. But then there was hope. Prospect Park promised to bring shows back to life online. Unfortunately for the soaps' faithful followers, the plan didn't pan out.

"All My Children" viewers said farewell to Erica Kane and the gang in September. Now it's time for "Life'ers" to say so long to Viki Lord (or Victoria Lord-Gordon-Riley-Burke-Riley-Buchanan- Buchanan-Carpenter-Davidson-Banks, as some might prefer to think of her) and the rest of Llanview's residents.

It's been a wild ride, complete with births, deaths, post-death revivals, a whole lot of marriages and even some time travel, and while "Life" may be over, the memories will remain with fans.

FTC expands Google antitrust probe: source (Reuters)

WASHINGTON (Reuters) ? U.S. regulators looking at whether Google manipulates its search results to favor its own products have expanded the probe to include Google+, the search giant's new social networking tool, a source familiar with the probe said on Friday.

Google+, which was launched in June, offers many of the capabilities available on Twitter and on Facebook.

Google announced on Tuesday new features aimed at making search results more personalized. As part of the changes, photos and posts from Google+ will increasingly appear within the search results.

A Google spokesman, however, said that the Federal Trade Commission had not asked about Google+ or indicated it was looking into the new social network as of this week.

Google has been broadly accused of using its clout in the search market to shut out rivals, like travel search, by putting them low in search results. The source said that the FTC was roughly in the middle of what could be an extended probe.

The Federal Trade Commission declined comment. Bloomberg earlier on Friday reported the expansion of the Google probe, citing two people familiar with the situation.

The Electronic Privacy Information Center had asked the FTC this week to look at Google's decision to include information from Google+ in Google's search results.

Twitter had also protested the change. Twitter's general counsel, Alex Macgillivray, a former Google executive, said in a Tweet on Tuesday that Google's changes "warped" Web searches and represented a "bad day for the Internet."

Google said Friday that it believed including Google+ in search results was good for users. "We believe that our improvements to search will benefit consumers by better surfacing social content, and the great thing about the openness of the Internet is that if users don't like our service they can easily switch to another site," the company said in a statement.

Authorities say missing Montana teacher is dead (AP)

HELENA, Mont. ? Authorities said Friday that two men in the Dakotas were being questioned in connection with the death of a Montana math teacher who vanished last weekend when she left her house for a run.

Sidney police Chief Frank DiFonzo said a 47-year-old man was in custody in the Williams County jail in North Dakota, while a 22-year-old man was being questioned in Rapid City, S.D. He did not identify them and declined to answer questions about the investigation.

Sidney Public School officials posted a statement online saying they learned of Sherry Arnold's death Friday morning. The statement did not provide details.

"I think we are starting to find some closure in the whole deal," said Sidney Mayor Bret Smelser, who knew Arnold and her parents well. "The news is not good, and as far as I know we don't have a body yet."

FBI Special Agent in Charge David J. Johnson, of Salt Lake City, said a tip from the public led to the two men. The FBI hasn't confirmed Arnold's death.

The popular 43-year-old teacher from the oil boom town of Sidney near the North Dakota border had been missing since last Saturday morning. The only clue to her disappearance that had been publicly released was that one of her shoes was found along her running route.

Authorities had been investigating the possibility Arnold was abducted.

Karen Arnold Truax of St. Paul, Minn., the daughter of Sherry Arnold's husband, Gary, told The Billings Gazette the family wants some privacy and "time to process what has happened."

"We appreciate everything that everyone did to help us in this search. We are so heartbroken that this is the outcome," Truax said. "We just sincerely appreciate all the love and support that continues to come from the community."

Both Sherry and Gary Arnold were employees of the Sidney school system and have five children combined from prior marriages, according to the Gazette. Two live at home and attend the same school system where Sherry Arnold worked for the past 18 years.

Hundreds of residents, police, firefighters and others combed the town and surrounding countryside earlier this week. The school district provided buses to transport members of search teams and set up a fund to defer expenses.

Box Office Guru Wrapup: Devil Draws In Massive $35M Debut

Audiences flocked to the multiplexes giving Hollywood a terrific start to 2012 thanks to the surprisingly powerful opening of the horror film The Devil Inside which more than doubled expectations to capture the box office crown in the first full weekend of the new year. With no other new films opening, the rest of the top ten was filled mostly with holdovers with relatively small declines although the spy thriller Tinker, Tailor, Soldier, Spy enjoyed a solid nationwide expansion and made the cut. Thanks to Devil, the overall marketplace roared with the Top 20 soaring 26% above last year which could be a good omen for the new year.

Paramount replaced itself at the top of the box office with the low-budget horror film The Devil Inside which shocked the industry with an estimated $34.5M opening weekend, the third best of all-time in the normally slow month of January. Spooking patrons in only 2,285 theaters, the R-rated chiller about a young woman out to find out how her mother got possessed by demons two decades earlier averaged a frightening $15,098 per location. The only two films to ever open better in the first month of the year were 2008's Cloverfield - another low-budget found-footage flick from Paramount - with $40.1M and 1997's Star Wars - Special Edition with $35.9M which itself was an industry shocker 15 years ago.

Going into the weekend the studio was expecting a bow in the high single digits while box office observers were looking at something in the low teens which also would have been solid. But Paramount's marketing machine, which has overtaken Lionsgate's as the best in the business at effectively promoting fright flicks, did a magical job at taking a cheap $1M acquisition and turning it into something that older teens and young adults could genuinely get excited about. That translated into heavy social media traffic during the week with fans expressing their anticipation for the film's release.

But those same fans quickly turned on Devil spreading horrendous buzz immediately after coming out of theaters with numerous reports of booing and yelling at theaters across the country. While some found the film to be truly scary, many others were outraged - especially about the ending - calling it one of the worst films they've ever seen. Brilliant marketing led to an astonishing $16.9M opening day which included $2M from Thursday night midnight shows. But Saturday tumbled 30% to $11.8M while Sunday is projected to drop by another 50% to $5.9M. Final figures to be reported on Monday will show if that Sunday projection is accurate or if the bad buzz scares away an even larger audience.

CinemaScore reported an embarrassing overall grade of F which will spell doom for the weeks ahead. But Paramount countered by stating that 81% of those polled by CinemaScore gave a grade better than F breaking it down as 16% A, 18% B, 24% C, 23% D, and 19% F. Regardless of how the numbers are spun, huge drops will follow. Studio research showed that the audience was 54% male and 59% under the age of 25. That's good in that young adults have not been showing up at theaters as much recently. But a bad moviegoing experience helps nobody.

Paramount, and its low-budget Insurge label, created an effective marketing playbook with the Paranormal Activity franchise. With combined production costs of only $8M, the three films have now grossed over $575M worldwide. So new out-of-the-box tactics were thought up to promote Devil so it wouldn't sit in the marketplace as a generic horror film that could easily be missed and streamed on Netflix a few months down the road. The campaign worked, in the short-term at least.

Tom Cruise was hoping to threepeat but instead got bumped off by the Devil. However, the rejuvenated star's Mission: Impossible - Ghost Protocol still remained very popular with moviegoers dropping only 30% from the Friday-to-Sunday portion of last weekend's New Year's holiday frame to an estimated $20.5M. Paramount's domestic cume rose to an impressive $170.2M putting it on track to finish with about $220M or so which would make it Cruise's second biggest grosser ever trailing just War of the Worlds which did $234.3M in 2005. Of course, other hits like 1986's Top Gun and 1996's original Mission: Impossible have sold more tickets as prices have climbed significantly during his long career. But still, Ghost Protocol has overperformed and has done remarkable business for a star who very recently was thought of as being past his prime. Star/producer Cruise focused on making a solid entertaining film while the global marketing and distribution machine at Paramount took a strong product and promoted it vigorously creating a real event for ticket buyers.

Like most holdovers, Mission enjoyed a good weekend-to-weekend decline due in part to last weekend's numbers being affected by New Year's Eve/em> activities which hurt Saturday grosses for all films. Many saw slim Saturday-to-Saturday dips - or even increases as was the case with Ghost Protocol which inched up 5%. Last weekend's Friday and Sunday takes were also affected somewhat by the holidays but gave a more accurate look at sales erosion. Mission saw a Friday-to-Friday drop of 42% and a Sunday-to-Sunday fall of 49%. Sunday's football playoffs are also expected to give films a hit, especially action pictures.

Overseas, the new Mission: Impossible flick remained a top contender with an estimated $27.7M from 55 markets lifting the international tally to $287.9M and the global gross to a hefty $458.1M which is more than three times the reported production cost of $145M. The final worldwide gross might even break $600M.

Robert Downey Jr. has now starred in $150M+ domestic blockbusters over four consecutive years thanks to his latest venture Sherlock Holmes: A Game of Shadows which grossed an estimated $14.1M, off 33%, for a total of $157.4M to date. The Warner Bros. tentpole joins the actor's hit streak following the 2008 smash Iron Man, 2009's Sherlock Holmes, and 2010's Iron Man 2. With May's superhero juggernaut The Avengers likely to top $150M in its first week, and Iron Man 3 tentatively set to open 52 weeks later, Downey could easily extend his streak to six straight years or more - all by playing just two characters. Currently, the new Holmes is running 13% behind the pace of its predecessor which stood at $180.1M at this point in its run.

Sherlock had a sensational international weekend with an estimated $43.4M from 50 markets, including a dozen openers, propelling the overseas take to $177.2M and the global tally to $334.6M. Australia and Spain delivered standout debuts as Warner Bros. has implemented a slower release around the world than Paramount did with Ghost Protocol which had been dominating since mid-December. The eccentric sleuth still has major markets to open like Brazil, China, France and Japan so much more cash will be rolling in. Overseas audiences are responding better than Americans are as the pic is running 16% ahead of the first Holmes internationally in the same markets at the same time. Game of Shadows will have no problems busting through the $500M worldwide mark like the last installment did.

Enjoying the smallest drop of any film in the top ten, Sony's The Girl with the Dragon Tattoo held steady at number four with an estimated $11.3M, off a slim 24%. David Fincher's remake of the hit Swedish crime tale has grossed $76.8M to date and could be on its way to ending up with $110M or more from North America. The well-reviewed mystery was bullied by the media after its softer-than-expected opening weekend but has stayed in the game week after week thanks to strong word-of-mouth. The studio patiently waited as upscale adult audiences got through the much flashier Tom Cruise and Robert Downey Jr. action sequels. They are now getting around to Dragon Tattoo and the road ahead does not offer much quality product for this audience. Of course, waiting in this business does not come cheap as sustained advertising buys add up.

Off 42% in its fourth weekend was the kidpic threequel Alvin and the Chipmunks: Chipwrecked with an estimated $9.5M bumping the total to $111.6M for Fox. A final gross in the $140M neighborhood seems likely which would be substantially less than the $215M+ that each of the first two installments grossed. Steven Spielberg's acclaimed period drama War Horse followed with a good hold dipping 40% to an estimated $8.6M putting the Disney release at $56.8M since its Christmas Day bow. Look for a $80M final.

Holding up better was Matt Damon's feel-good pic We Bought a Zoo which slipped 36% to an estimated $8.5M for $56.4M to date. The Adventures of Tintin fell 42% to an estimated $6.6M and has banked $61.9M so far from North America. A final tally of about $80M should result for both Fox and Paramount.

Focus executed a successful nationwide expansion for its Cold War spy thriller Tinker, Tailor, Soldier, Spy which jumped into the top ten with the second best average on the list. The Gary Oldman film grossed an estimated $5.8M from 809 locations (up from 57 last week) averaging an encouraging $7,129 per site. It was a commendable performance for a non-star vehicle especially given how competitive the marketplace has been for reaching mature adults. The distributor patiently used four weeks of limited play to generate buzz and excite upscale audiences while letting the higher profile films play out over the holidays knowing it couldn't compete head-to-head. Now that millions have already seen Mission, Sherlock, Tattoo, and others, Tinker is connecting with audiences on a nationwide playing field. Cume to date is $10.4M for the British film and good legs in the weeks ahead could lead to a lengthy run for Oldman who rarely is the solo anchor of a film.

The all-star comedy New Year's Eve suffered the worst decline of any film in the top ten tumbling 49% to an estimated $3.3M. Warner Bros. has grossed $52M to date and should end with nearly $60M.

A handful of films thrived in platform release trying to build buzz and momentum so they can expand later during awards season. The Meryl Streep film The Iron Lady averaged a stellar $34,400 thanks to an estimated $172,000 from just five locations for The Weinstein Co. which has collected $516,000 to date. A national expansion is set for this Friday the 13th. The Margaret Thatcher pic opened at number three at the U.K. box office this weekend. With a sturdy $16,167 average was the Iranian film A Separation from Sony Classics which took in an estimated $97,000 from six houses. The marital drama was one of last year's best reviewed films and is seen as the one to beat in the Foreign Language race. Sum to date is $202,000.

The 9/11 story Extremely Loud & Incredibly Close starring Tom Hanks and Sandra Bullock made an estimated $96,000 from only six sites for a solid $16,000 average. With $496,000 overall, Warner Bros. goes wide on January 20 just four days before Oscar nominations are announced. Focus grossed an estimated $112,000 from 11 theaters for its lesbian drama Pariah which averaged a respectable $10,182 per site as it debuted in new markets like Boston, Chicago, and D.C. Total stands at $235,000 with a slow roll-out to continue for the rest of the month.

The top ten films grossed an estimated $122.5M which was up a sharp 37% from last year when True Grit climbed into the top spot with $14.6M in its third round; but down 16% from 2010 when Avatar remained at number one with a massive $50.3M in its fourth lap.

Scientists modify silkworms to spin silk twice as strong (Yahoo! News)

Tougher and stronger material is a hybrid of silkworm and spider-produced silks

Spiders don't just dance well; they also spin remarkably tougher silk than silkworms do. Unfortunately, they're also cannibalistic and territorial, making then unsuitable for commercial silk farming. Scientists from the University of Notre Dame, University of Wyoming, and Kraig BioCraft Laboratories believe they've created the answer to that problem in the form of genetically-modified silkworms that can spin material twice as tough as regular silk.

Recently published in Proceedings of the National Academy of Sciences, the research details how the scientists inserted spider silk genes into the silkworms. The resulting insect still looks like its normal counterparts, except it has glowing red eyes instead of the usual black. The material this worm produces is a hybrid of its own silk and that of a spider's.

In the future, the hybrid silk can be used to make sutures, stronger bandages, and artificial limbs. Outside of its medical applications, it can also be used for parachutes, bulletproof vests, athletic clothing, and strong lightweight fabrics.
